Panelists

Nina Palmer currently works as a Senior Principal Data Scientist for Strategic Economics at the MITRE Corporation. She has previously served over 12 years in government in a variety of positions, most recently as the Deputy Director of the Office of Critical Technology Protection at the U.S. Department of State’s Bureau for International Security and Nonproliferation. She has a variety of experience on China economic, energy, and technology issues, including serving as U.S. Energy Attache to the People’s Republic of China, Senior Director in the Albright Stonebridge Group’s China Practice, and an intelligence analyst. She is professionally proficient in Mandarin.

Samantha Payne is currently a Defense Fellow at the Office of Representative Marc Veasey (TX-33) and most recently served as a Policy Advisor for the Technology National Security Directorate for the Executive Office of the President at the National Security Council. She was also the primary lead for China Education at the China Aerospace Studies Institute. She was a Cyber Chinese Language Analyst for 18 years in the Intelligence Community and received her Master of Public Health in 2017 and her Bachelor of Elementary Education in 2002.
